Tornos Abogados adds head of Urban Planning

Tornos Abogados has recently hired Luis Cesteros to lead the Urban Planning area of its Madrid office as a director

Luis Cesteros, a lawyer with more than 20 years of experience specialising in administrative and Town Planning law, will lead the Madrid team together with Tomás Cano and Isabel Campos. Tomas Cano is a Professor of Administrative Law at the Complutense University of Madrid, and Isabel Campos is a partner in the Commercial Department, a lawyer of recognised prestige in transactions in the real estate, infrastructure, and energy sectors.

He has worked for more than 15 years as director of the Urban Planning area of a renowned Spanish real estate developer, where he specialized in urban land management, holding positions of responsibility in numerous urban development entities. He has extensive experience in the legal management of contentious-administrative proceedings, both in the field of Urban Planning and Administrative Law.

He has taught as an associate professor in the areas of Administrative Law, Urban Planning, and Building Law at the Universidad de Alcalá de Henares. Cesteros has also published several articles on Urban Law and has extensive experience as a speaker at various round tables, conferences, and lectures organized by the public and private sectors.

Luis holds a degree in Law from the Complutense University of Madrid and a Master’s degree in Urban Planning and Land Policy from the Universidad Carlos III.
