Victor Horcajuelo has more than 15 years of experience in national and international law firms. He specialised in telecommunications and technology, infrastructure and public services, public procurement, environment, urban planning, tourism, transport, energy, food and audiovisual. Prior to co-founding VHAR Legal, he was a partner in the Public Law Team at Andersen and previously was with Bird&Bird, Hogan Lovells, Deloitte Legal and Garrigues. Víctor holds a degree in Law from the Universidad Carlos III de Madrid, and has several specialisation courses in regulated sectors. He is a lecturer on the subject Administrative Practice on the Master’s degree course on access to the legal profession at the Universidad Autónoma de Madrid.
Adolfo Rodríguez has more than 15 years of experience in advising on matters related to Administrative Law. In particular, in public procurement, infrastructure, administrative procedures and organisation, regulated sectors, urban planning and the environment. He has worked in various national and international law firms, such as Garrigues, PWC, Baker McKenzie and GTA Villamagna. He subsequently joined the Legal department of the Bank of Spain, initially as a lawyer and later as head of unit. He holds a degree in Law from the Universidad Autónoma de Madrid and is currently pursuing a PhD in Law at the same University.
