Dentons appoints Public Law and Regulated Markets managing partner

Dentons has strengthened its Spanish office with the incorporation of Javier Moya, State Attorney on leave of absence who joins from Andersen, as the new partner in charge of the Public Law and Regulated Markets practice

With a degree in Law from the University of Deusto, over his more than 20 years of professional experience, Moya has accumulated a wealth of experience in both the public and private spheres. Before joining Dentons, he was a partner in the Litigation and Arbitration department of Andersen’s Madrid office, and previously, he held the position of Of Counsel, heading the Administrative Law and Regulated Sectors department of the Spanish office of the international law firm Jones Day.

Prior to his move to the private sector in 2018, the new Dentons partner developed his professional career in the service of the Public Administration as a State lawyer before the National Court in regulated sectors (before bodies such as CNMC, CNMV, Bank of Spain, ICAC, FROB or the Court of Contract Appeals). He has also held the positions of legal advisor to the Board of Directors of Adif and Adif Alta Velocidad and director of legal advice and deputy secretary of their Integration Companies, as well as director of legal advice, legal advisor and deputy secretary of the Board of Acuamed.

Thanks to his extensive professional experience in advising companies in the public and private sectors, his incorporation will allow the Spanish office of Dentons to expand its coverage in advisory, procedural and arbitration matters, both national and international, in public infrastructure financing and operation projects (PPPs), sanctioning procedures before the CNMC, administrative contracting (public procurement offers and contractual claims) and concession regimes, among others. Moya also has extensive and recognised experience in antitrust and TMT matters, challenging administrative decisions in environmental matters; opening and operating licences for industries and mines; advising international funds in relation to foreign investment in Spain, as well as the authorisation regime; negotiating contracts for international tenders; or negotiating syndicated and participative loans.
