Mª Eugènia Gay Rosell has informed the Governing Board of the ICAB of her resignation as Dean following her appointment as Government Delegate in Catalonia by the Council of Ministers. In compliance with article 77 of the Bar Association Statutes, and in an extraordinary meeting of the institution´s governing body, the change of dean has been officially made effective, which will now be exercised by the vice-dean, Jesús M. Sánchez García. The new dean will serve until the end of the current term of office, which ends in the summer of 2025.
In addition, and as stipulated in article 78.2 of the Statutes, the Governing Board has unanimously appointed Susana Ferrer Delgadillo as the new vice-dean of the Bar Association. Likewise, Carles García Roqueta has received the Board´s confidence as the new accounts auditor. Joaquim de Miquel will continue his work as secretary of the Governing Board and librarian, and Yvonne Pavía will also continue to hold the post of treasurer of the institution. The governing body has also decided to delegate responsibility for the Commission for Relations with the Administration and Justice (CRAJ) to MP Paz Vallés, for the Delegations to representative Núria Flaquer and for the Regulations Commission to representative Albert Carles.

Barcelona Bar Governing Body
Gay, who has headed the institution since June 2017, “leaves a legacy of management that highlights the promotion of free and quality training, the exponential growth of the national and international presence of Barcelona’s legal profession, the defence of gender equality and the guarantee of the right to defence of all citizens,” the Barcelona Bar Association stated. According to the Barcelona Bar, the institutional dialogue led by Dean Gay has borne fruit in such socially relevant matters as free justice; which, recently and as an example, has also been recognised in the Second Chance mechanism. From now on, and once this successful period as dean of the Bar Association has come to an end, the lawyer will act as a delegate of the central Government in Catalonia after her appointment by the Council of Ministers on Tuesday.
The new dean
Jesús M. Sánchez García has been a member of the ICAB (Barcelona Bar) since 1983 and is a lawyer specialising in Civil, Financial, Consumer and EU Consumer Law. Closely linked to the ICAB life, he has been secretary and vice-dean of the Governing Board and has been part of various Working Committees at institutional level, participating in the drafting of legislative proposals such as the Catalan Law 4/2016, on the protection of the right to housing of people at risk of residential exclusion or the Spanish Law 5/2018, amending the LECivil in relation to the illegal use of housing. He has also chaired the Procedural Law Section of the ICAB and the Regulations Committee.
As a renowned jurist with an educational and social vocation, he has been a lecturer at the School of Legal Practice and on several ICAB Master’s degrees, as well as a lecturer at the Universitat Abat Oliba and the Universitat Oberta de Catalunya. He has also participated as a speaker at conferences organised by professional associations and Law schools and is the author of the monograph “La cosa juzgada en el ámbito de los consumidores y los efectos retroactivos de la cláusula suelo declarada abusiva” and co-director of the work “Cláusula rebus sic stantibus” and has collaborated in various collective works, as well as in the publication of an extensive repertoire of doctrinal articles in specialised legal journals.
